Restarting the extension or browser cause reset of additional permissions

Steps to reproduce

  • Install the extension
  • Request additional permissions
  • Remove additional permissions
  • Restart the extension or browser
  • See the state of additional permissions

Observed behavior

Additional permissions are granted

Expected behavior

The extension remember the state of the previously set permissions

Couple of years ago there was a comment regarding that, but can't see an issue with exact same problem, probably make sense to file one after investigating bit more.
