Provide mrpt within vcpkg

This is now done here. We'll PR upstream after v2.4.0 release, since the cmake scripts have needed some retouches for vcpkg to be happy.

BTW: Providing vcpkg was blocked since their system, apparently, didn't support git submodules. If it's fixed upstream someday, it should be easier. Otherwise, this hack or alike should be required...
