Strange, I can still reproduce it on my screen with latest chrome and windows 10...
After bisection, it appears it works fine in 2.4.5 and has been broken since 2.4.6

It is not stuck, but for some reason progress bar value is not multiplied by 100. So for example when you see 0.157 it is actually 15.7%
