Did some more testing. RetroBar appears as intended if: -the 4K monitor is set as primary -the 4K monitor is manually set to 1080p in Windows Settings the following have...

Looking forward to this, however I will say if it's running in the background it's gonna need to stop freaking out when the 360 is turned off.
