I'm also not seeing the manage plug-ins button, even after trying the Mailbutler instructions. The plug-in does seem to be in the place it's supposed to be.
My issue was solved by installing a SmallCubed MailSuite extension, which caused the "manage plugins" button to appear. I was then able to install the AltPlugin mail bundle (which shows...
