The c-ares caveat is not applicable to any somewhat recent OS, c-ares 1.10 is ancient at this point. Unless you're using RHEL7 or something I pretty sure it doesn't apply...

Don't close connection with query timeout when no query is in flight

You don't seem to actually have committed a fix. Only included a test.
