Broken image links in CDL.Reals

In package `Buildings.Controls.OBC.CDL.Reals`, some blocks have the broken image link. This issue is to fix the links.

In model `Buildings.Controls.OBC.Utilities.PIDWithInputGains`, the instance `antWinGai2` should be conditional based on the value of boolean parameter `with_I`.
