Switch Bicep to Azure CLI

Due to the AzureRMProvider lacking ability to deploy originally used azure cli. Should revert the bicep jobs to leverage the AzureRM task now that it's supported.

It's just publishing a pipeline artifact. Should switch to a generic name.
