This exploit by itself isn't enough to root a device, you'd need a privilege escalation exploit and probably an SELinux bypass.

On Android 4.4.4 it was listed as a Live Wallpaper when you went to the place to change the wallpaper in the phone's settings. Does this still work on Android...

Works for me on Android 8.1. Open your device's Settings app and go to Display > Wallpapers > Live Wallpapers > Particle Flow.
