Missing ETC converter tools on Linux and Windows (convert and etcpack)

Issue with shader GenerateVolume

I think I found a reason of the problem. After upgrading to Ubuntu 16.04 my Radeon drivers were [removed](https://wiki.ubuntu.com/XenialXerus/ReleaseNotes#fglrx) so now I'm using default ones. And also looks like it...

Error validating shader 33

I think this is a problem with an old OpenGL versions I've mentioned [here](https://github.com/gavanw/voxelquestiso/issues/10#issuecomment-238053044).
