Nonzero switching times when using same planner

Error in MetaPlanner::Plan where samples are rejected based on required switching time even when no switching occurs. See lines 491-510 in meta_planner.cpp in current version of code. (Commit: 16e6131025018c3d83a166e7d71f225fec018a2c)
