This is intended behaviour; This is how it works in the games. It's part of why spread moves are powerful.

And the best news; This is super easy, because the BlueprintFeature that makes them free is already separated from their other level 20 effects.

Looks like it also makes their Wild Shapes free, but since 99% of the time you'd take Master Shapeshifter first, I don't think that's a big deal.

I've been able to get the Item Extraction Cable to work. Could you elaborate on the exact procedure you're seeing and/or provide screenshots?

I suspect the problem is in the creation of the ActivatableVariants, as the base ability was never properly activatable, only the variants were, and those variants aren't being assigned properly...
