This is probably by UWP design and there isn't much we can do
The bar appears only for downloads that are started manually, and only for documents, videos and audio.
What's your hardware?

Can you try to download [this app](https://apps.microsoft.com/detail/9MSVH128X2ZT), search for "RichEditBox" and see if the problem occurs there too?
This is a limitation in TDLib's markdown parser.
This should supposedly work if you don't close the main window, minimizing both should still keep the microphone ongoing. This is again a UWP limitation.
I can't really reproduce the issue, any hint?
