Windows test failing due to missing dither info

The dither info is in thresholds.xml. Possibly copying that file into the windows tests somewhere would make stuff work......none of the ImageMagick XML files are included in the build artefacts...

Need to follow up on https://github.com/ImageMagick/ImageMagick/issues/5951 and also merge picked parts of the clut_image_wip branch.
