Windows test failing due to missing dither info

The dither info is in thresholds.xml. Possibly copying that file into the windows tests somewhere would make stuff work......none of the ImageMagick XML files are included in the build artefacts produced by windows.php.net

Actually, checking the file that contains ImageMagick that is used https://windows.php.net/downloads/pecl/deps/ImageMagick-7.1.0-18-vc15-x64.zip it seems the thresholds.xml is in the appropriate place, and contains the appropriate data.

So, I have no idea why that test is failing on windows. If anyone else can investigate, that would be great.
