I think LibELF changes are not required anymore after (merged) #24105. We don't build these files on lagom now.
We indirectly assume zero-termination at least [here](https://github.com/SerenityOS/serenity/blob/master/Userland/Libraries/LibC/scanf.cpp#L188).
The only thing I did with force push is added `Fuzzers: Do not use uint8_t` (to fix CI error here). The rest of the commits are untouched, so it shouldn't...
