Meh I woud suggest to remove this line: (-- Move spell from "quest_template_addon" to script) so we can merge this, untill someone will implement missing cast_flags or some SMART_ACTION_ADD_AURA alternative...

Reproduction stepps, have two characters: A priest and other(does not matter) level 80 both, priest must have mind control and fishing 100+ with https://www.wowhead.com/wotlk/spell=43308/find-fish learned, now duel eachother then cast...
