ENH Ensure v_hat_ peaks in positive, or inverse it

Update v_hat_(self) to ensure that, for each atom k, the corresponding temporal pattern v_hat_[k] peaks in the positive. If not the case, v_hat_[k] is flip by multiplying by -1.

ENH add data loader for camcan dataset + add event description into info

1. `alphacsc/datasets/camcan.py`: new file, add a data loader function with default pre-processing parameters 2. `alphacsc/datasets/mne_data.py`: add an event description dictionary in `info['event_info']`

ENH add test set

Add the possibility to have a test set and compute the cost on it at each update of the dictionnary.
