GPU Controls for profile in QuickTools have no effect

As title, enable GPU overlay through HWinfo, adjust for current profile or default, nothing changes. Tested on Win4 and Air Pro.

HCs Desktop mode ie mouse does not work on UAC windows

The administrator confirmation pop up by Windows can't be navigated with HCs mouse

As noted in #752, upon HC close, if things like TDP and core count are adjusted, they will persist until the device's next reboot. Should be improved.
