With controller management switched off, external controllers are still power cycled to get them in the right slot

To Reproduce Switch controller manager of in HC controller page Connect external xbox one controller through received USB dongle HC will show it's info message that it's power cycling the controller Controller goes off/disconnects HC does not show the message it had before where you had to power it on

Sometimes the driver get's bugged out and you have to uninstall and reinstall it

Expected behavior The external controller should just show in the list and not be power cycled to get it in a certain slot
