Yeah it's ridiculous. I don't run the bot anymore but this change is just because the people who took over couldn't scale the feature (hint: it's called aho-corasick)
This is actually a really good idea (and shouldn't be limited to automatic actions IMO) but I don't work on this bot anymore. Not sure what the process looks like...
