It does not follow the Windows Explorer "sort by" preference, nor should it. It has it's own sorting options. To find it, open an image in JPEGView ⇒ right click...
As a workaround, this can be achieved using AutoHotkey. See [here](https://stackoverflow.com/questions/64050370/how-to-hide-the-title-bar-of-a-program-for-example-notepad-using-autohotkey) for an example.
