Note: Due to the one block (or perhaps more) gap underneath the building structure overlaying the ocean, the builder often will jump into the water and walk under the constructed...
Ideas: It could be compost they are waiting for, or possibly a hoe if they ran out of tools. Basic regular-use items should be checked on occasion as the colonists...
I checked the gap possibility and it doesn't seem to affect the colonist. In essence, when surrounded by water a block or two below the foundation that is being built...
