MLP is similar to TrueHD. Add bitstream support.

I think just need fallback to PCM decoding when playback DTS Express stream.

Currently implemented only for WASAPI MA_AUDCLNT_E_DEVICE_INVALIDATED (https://learn.microsoft.com/en-us/windows/win32/coreaudio/recovering-from-an-invalid-device-error).

At the moment, the **if (MSVC_CLANG_CL)** check always passes and as a result the "**-msse4.1**" flag is set when building via **MSVC**.
