I can't reproduce. For me it's good. Use Win11. Maybe in Windows some Fullscreen optimization - i don't know. Check in latest MPC-BE.
MPC VR does nothing that could have such consequences. Try disable Fullscreen optimization for player's executable.

Developers don't have screen with high refresh rate and can't test/debug. On 60 Hz all is perfect.
On Win11 all is good, i don't have Win10.
Conversely. Sanear for Exclusive mode use low buffer duration, usually it's 10ms. It's not enough for USB DAC. Usually 50ms it's optimal value(this value use MPC-BE's WASAPI output).
