I read [a report by gfwrev](https://twitter.com/gfwrev/status/1327670741597179906). For the second problem, XTLS will send the sequence number of TLS 1.2 AES-GCM.
All in all, I think it’s not a good idea to send TLS 1.2 records without encrypted.
