Build openssh on macOS not using libutil

Many functions called by libutil on macOS are deprecated, and we have a fallback, which is using the utmpx functions.

This improves the performance of certain functions that use it.

Sonoma is out, so we should test on there.

We can ensure that an underflow for "i" never happens by only subtracting after the check for "i" being 0.
