i think im also having the same issue and changing to proton 8 made dying light playable also i don't think this is d3d11 exclusive as ive experience similar stutters...
ok older dxvk seems to provide slightly better performance in new vegas but am unable to test proton 8 with new vegas. also replacing proton ge's dxvk with 2.4.1 did...
