ProtocolVersion is what it will be called

It's pretty much gonna be a rename of ClientVersion and wrappers will only use the ProtocolVersion and not server version.

Need someone to tell me the oldest version of ProtocolSupport working with PacketEvents.

Yeah the page to install old builds of it is down, so we'll enforce 1.18.1. On older server versions please just use ViaVersion.

We now force users to use 1.18.1 or newer as the old builds page down.

SpigotConversionUtil is mainly for Bukkit API related conversions, the nms nbt one can be in SpigotReflectionUtil tho.

fromBukkitWorld conversion could have stayed in SpigotConversionUtil as it is Bukkit -> PacketEvents and vice versa. Right?

So far I like the particle data contributions, but you should have split up these into multiple PRs!
