From Astropy Coordination Meeting 2025: Update to reflect the Google Doc v2.0 (#280)

Looks like @taldcroft added these a long time ago. Are other `io.ascii` maintainers on board with this? I don't see any link to previous discussions.

Why no change log needed? A new warning class should have a change log right?

There is a conflict and some unresolved conversation. Should we close without merge?

You should rebase to take care of the conflict and remove the `Close?` label if you need more time.

Probably need also change log and new tests.

We usually don't milestone issues. Will this block 6.0 release or something?
