Same here. I though I could get away with a [application gateway level error pages](https://docs.microsoft.com/en-sg/powershell/module/az.network/add-azapplicationgatewaycustomerror?view=azps-3.7.0&viewFallbackFrom=azps-1.2.0), but it still returns default pages.
