No. But if we wipe the testnet (which happens regularly to staging) then we need to redeploy. What's the use-case for this multisig?

This could be useful if we end up running an aleth node on the testnet. It needs to be updated to reflect changes in evmc.

I can't reproduce this on ubuntu 20.04
