I ran into this problem as well in Windows 11, Python 3.10.7... even after downgrading to Tornado 6.1. I ended up deleting the default workspace file per this discussion: https://stackoverflow.com/questions/70361265/server-connection-error-with-conda-and-jupyter-lab.
