Added test to validate json/yaml parsing is working as expected, also pulled in part of https://github.com/open-telemetry/opentelemetry-go-contrib/pull/4826 for adding a ParseYAML api

I don't have permissions to transfer this over to open-telemetry/opentelemetry-go-contrib, maybe a @open-telemetry/go-approvers member can move the issue

Happy to tackle this one once https://github.com/open-telemetry/opentelemetry-go-contrib/pull/4832 and https://github.com/open-telemetry/opentelemetry-go-contrib/pull/5427 have been merged
