After further investigation, I have found that the ini parser on aws-sdk-js is not meant to be consumed. Furthermore, it does not have the same methods as the npm ini...

This seems to be fixed in [10.4.1 rc](https://www.npmjs.com/package/@aws-amplify/cli/v/10.4.1-rc.ac06cb27b.0) cc: @ykethan

Cannot use namespace 'Observable' as a type

Here is the dif between 10.4.1 and 10.5 https://github.com/aws-amplify/amplify-cli/compare/v10.4.1...v10.5.0#diff-e4044365569b0d6894bc87f33a263088f2ff5145bb90c64b8744595bdc129212L100-L123 Please try with 10.5.0 and this should solve the hooks issue.
