Atom has been having issues with downloading packages lately. Try uninstall and reinstall and restarting Atom. What version of Atom and os?

Can you check the folder `%USERPROFILE%\.atom\packages\minimap`? That is where Atom should install minimap. If it isn't there or there are no files in that folder it might be a permissions...
