Looking at this, it looks like this might be an Android bug. Have you tried filing it with Google https://source.android.com/docs/setup/contribute/report-bugs?

I've tested this on a Samsung on Android 13 and a Pixel on Android 14. Both on version 7.43.1 of the app. Took a photo with flash in the notes...
