Updated patch due to `CMAKE_SYSTEM_PROCESSOR` being `arm64` on Debian 11 BuildBot, not `aarch64`.

There are many API docs written this way on ReadTheDocs. But I work somewhere else now and this no longer affects me, it would affect API authors and OpenStack more....
@IanSB looks like the entire Xilinx CPLD line is about to hit EoL: https://mm.digikey.com/Volume0/opasdata/d220001/medias/docus/5783/XCN23009.pdf We should maybe consider looking into something like the ATF15xx line.

I agree with @ottok, I don't seen any obvious problems in a quick scan of this PR, but I wonder why 10.11 was chosen instead of either 10.5 or 11.6...
