As I mentioned, I don't see how this will help. Searching for racoon2 on GitHub gives a fine resultset.

Something is wrong with the cygwin builder.

I think it would be challenging to find a non-artificially-constructed tar archive where the change makes a perceivable performance difference.

I have not tried that. It should work, but there are obviously bugs.
