Not pulling at full provisioned rate, --rate not appearing to modify the rate at which data is being pulled

I've tried different --rate from 50 to 1000, nothing seems to change. The best I get is ~50% of max.  

For example: var vt = CrossVersionTracking.Current; ... vt.PackageName; //returns com.xxx.yyy
