我发现readthedocs的解决方式是手机阅读时把toc放在页面底端。我想要的效果最好是悬浮上箭头回到顶部，配上可toggle的toc，其次是把toc放在页面顶部，总之可以方便手机阅读长页面
最后用了ghiculescu/jekyll-table-of-contents: https://github.com/ghiculescu/jekyll-table-of-contents 设置了hidden-lg，这样手机和电脑都有目录了 另外又配了一个toTop的按钮，手机上阅读效果还可以
