I think u are right, in official repository (https://github.com/msracver/Deformable-ConvNets), the number of channel in offset is 2*N=2*9=18 for 3x3 kernel.

I found that this issue also appeared in [inplace_abn issue#166](https://github.com/mapillary/inplace_abn/issues/166#issue-604731976). They have solved this problem in [commit](https://github.com/mapillary/inplace_abn/commit/24fc791e6d4796a1639e7a5dce6fa67377e51a3e). I have tried this solution in syncbn, and it works.
