Exactly! In fact, it somehow uses both. If there is no text it uses the coordinates but if there is a text it uses the text.

According to https://en.wikipedia.org/wiki/Geo_URI_scheme the label is an unofficial extension and it makes a difference if appended directly to the URI or added within the "q" Parameter. I have no C++...
