The issue is in the %2B (the character "+") in the filename; when I rename the file with "Plus" instead, the preview loads without the 404 error.

Decided to rename the file: https://mybinder.org/v2/gh/zachetienne/nrpytutorial/master?filepath=NRPyPlus_Tutorial.ipynb so it is not possible to reproduce the problem as originally described. Still the issue presumably exists so I'll leave this ticket open.

It was actually the "+" symbol that caused the breakage. I agree and adjusted the title of the ticket.

This looks like a very interesting and useful package Gabriele. Indeed dependencies can make a mess for new users, and we'll continue to try to minimize them in NRPy+ development....
