Yes, semantically invalid playlists can be generated, syntactically they would be fine though.
just FYI, librice is not abandoned and I am working on some major features and thus have stopped working on the more mundane maintenance tasks for a little while.

There aren't really that big of a difference between str0m and librice's internal connection checking mechanisms. However librice does expose a very slightly more general purpose interface for handling ICE....
