Looks like this was included in 1.7.0, which built successfully on Fedora without engine.h. Anything else to be done here?

Please do, I just encountered this, as it broke some of the tests of flatpak-module-tools upon upgrading my toolbx to F41.
Are you sure this is working? I've tried this patch on top of flatpak-1.16.0 and I still can't install `org.fedoraproject.Platform.openh264`
