In my opinion rollover should be disabled in report budget. The docs do say that this will happen, but it's still really confusing.

In the files page, "syncing" means you have downloaded that file and it is syncing between your local version and the server. Im not sure if anything you are saying...

The syncing label means you have downloaded that file locally, thats all.
