Encrypted PDF viewable in mac without asking for password

Tried encrypting pdf using AES 256. When opened in chrome browser it asks for password. When opened in safari or preview file in mac it will not ask for password....

Offline logging incase syslog server went down

Does this do offline logging once syslog server went down or user machine went offline? Will it dump the accumulated logs once syslog became reachable?
