I would suggest to get started by installing Protege in Eclipse as described [here](https://github.com/protegeproject/protege/wiki/Setup-in-Eclipse-PDE). Then UI related problems are easier to debug, for example #990.

I don't think Protege will work with Java 9 out of the box. See #732. Does it work on windows?

Protege plugins (at least the most common ones) should probably be tested as well, in case they rely on some Java packages that have been removed.
