mellanox在dpvs启动前强制down，然后配置bond模式，dpvs启动会崩溃

dpvs版本1.8.8. dpdk 18.11.2 dpvs启动时，物理口down，dpvs配置bond口，dpvs启动会崩溃。如果不使用bond，物理口down也可正常起来。

dpvs-1.9.2版本启动时候dmesg报kni口的错误
